Kim Whiteley - National Manager

Our National Manager, Kim Whiteley, is a proud Wiradjuri woman born in Wellington, NSW, on traditional Binjang country. She has strong links to the Wurramunga Clan group people of the Bogan River near Dandaloo in Central West NSW.

Kim brings a wealth of knowledge to the role. With over 35 years of experience in government and not-for-profit sectors, Kim has worked across Aboriginal and Torres Strait Islander affairs in Child Protection, Justice, Health, Education, and Land Rights. Throughout her career, Kim has been heavily involved in policy development, sector and cultural engagement, health program modelling and, SME consultancy and advisory services.

Kim completed her Bachelor of Education and Post Graduate Health studies, specialising in Indigenous Health, at the University of Sydney. Her previous positions included Senior Manager, Aboriginal Health Strategy for Western NSW Primary Health Network and Zone Director with the NSW Aboriginal Land Council.

In addition to her current role, Kim serves as a board member of the NSW Aboriginal Housing Office and sits on the Australian Red Cross Nominations and Remunerations Committee. She is also a current member and former co-chair of the NSW Agency for Clinical Innovation's Aboriginal Chronic Conditions Network. These roles further emphasize her leadership, influence, and ongoing commitment across Aboriginal affairs and to Aboriginal and Torres Strait Islander peoples, communities, families and mob.

Bella Enever – Strategic Workforce Team Leader

Bella Enever, our Strategic Workforce Team Leader, oversees the operations of our program and works in close collaboration with the National Manager to lead and coordinate a performance-driven team, fostering innovation in recruitment, retention, engagement, and strategic workforce projects to enhance remote workforce capacity and sustainability in Aboriginal and Torres Strait Islander communities.

Bella is based in our Head Office in Canberra and brings vast experience to the role with a background in operations, payroll, accounting and logistics. 

She is committed to delivering high-level support to our health professionals and stakeholders to ensure successful placement outcomes. 

Kristy-Lee Owens - Workforce Specialist

Kristy-Lee is based out of Darwin and supports the National Manager in driving the Workforce Deployment Team to maintain consistent placement KPIs whilst ensuring the smooth delivery of health professionals going to work in Aboriginal and Torres Strait Islander communities.

Kristy has previously served as a soldier in the Australian Defence Force before moving into the private sector, where she has been focusing on medical recruitment, remote health care solutions and workforce deployments for over 14 years.

During her spare time, Kristy enjoys boating, camping, and spending time with her husband and daughters.

Chenoa Ednacott - Workforce Officer and Cultural Presenter

Chenoa Endacott, our Cultural Presenter-Workforce Officer, is a proud Wiradjuri woman with strong ties to her hometown in Central West NSW. Chenoa credits her Cultural knowledge and contributions to the NT Remote Locum Program aiding the delivery of meaningful healthcare outcomes to remote First Nations people and their communities, to her family and upbringing, particularly the matriarchal influences from her Grandmother’s, Aunties and Mother.

Chenoa is responsible for delivering our Cultural Orientations that emphasise a high awareness of cultural safety and offers an in-depth understanding of remote communities and their diverse cultural perspectives, she also assists as a workforce officer and values her engagement with our health professionals offering credentialing, logistical, administration and placement support. Chenoa is committed to delivering an efficient and high level of customer service, ensuring successful placement outcomes for both the Health Professionals and the communities in which we serve. 

Cobie Britt - Workforce Officer - Learning Management System (LMS)

Cobie Britt, our Workforce Officer – Learning Management System (LMS) is a Yuwaalaraay descendant from Goodooga, NSW, who began her career as a trainee assistant in nursing at the Weilmoringle Health Outpost before transitioning into Land Rights with the NSW Aboriginal Land Council in Dubbo. Over 20 years, Cobie progressed through roles in Administration, Finance, LALC Support, and ultimately Operations Management.

Her work has focused on capacity building and the transfer of knowledge and skills to local Aboriginal Communities. Cobie played a key role in developing learning strategies for Local Aboriginal Land Councils across Central, Far Western, and North Western NSW. 

With qualifications in Conflict Transformation, Leadership, Training and Assessment, Project Management, and Finance; Cobie brings extensive expertise in Organisational Operations, Governance, and Capacity Development. In her most recent role as a Senior Compliance Officer with the Office of the Registrar (Aboriginal Land Rights Act 1983), she has deepened her understanding of interpreting legislation and further recognised the importance of well-trained local Boards and the building and maintaining strong relationships.

Eden Fox - Workforce Officer

Eden is a part of our Workforce Deployment team based in Darwin and is responsible for ensuring our Remote Area Nurses and General Practitioners have an enjoyable experience on placement. She brings a broad range of knowledge and experience to the role, with her background primarily in public health, health promotion and stakeholder engagement. 

She has completed a Bachelor of Medical and Health Sciences, followed by a Master of Public Health and Tropical Medicine with a strong focus on Aboriginal and Torres Strait Islander health. 

She is passionate about enhancing the primary health workforce in remote communities to assist with improving health outcomes.
